Specific barriers of youth participating in social, economic, political policy and existing policy implementation in the 2150 target communes include:
Cambodian youth have long been perceived as indifferent to, and at times isolated from, issues that affect their lives
It is common for public administration processes to inhibit participation due to how information is managed and controlled. Often, youth are not privy to information relevant to decisions regarding social and economic policy, which discourages engagement with civic discourse. In engaging critically with “influencing government policies directly or indirectly,” youth will continue to face obstacles – a limited political environment, cultural norms.
Lack of public hearings/consultations is a major concern of youth as they feel that their participation is often perceived as symbolic. Past and current techniques have failed to facilitate effective information sharing and equal dialogue, and youth have perceived such platforms as serving to ‘convince’ rather than consult.
Low awareness among youth groups on one’s right to information related to social and economic policy has resulted in youth not knowing how to get involved. This highlights a direct correlation to low levels of youth education attainment.
