Title: Admin and Finance Manager

Reports to: Executive Director 
Supervises: Admin and Finance Unit Staff
 
The Youth Council of Cambodia (YCC) is a registered non-governmental, non-political and non-profit organization founded in December 2001. YCC is committed to its vision of a society in which youth are active stakeholders, working to strengthen democracy, human rights, the environment, public health, and gender equality in Cambodia.  YCC works to foster greater participation amongst youth and to strengthen their capacity to participate in the community development and political process. YCC is seeking a qualified candidate for the position of Admin and Finance Manager to be based in Phnom Penh with occasional traveling to provinces. 
 
Overall Responsibility and Purpose of the position: The Administrative and Finance Manager (AFM) is to ensure the smooth implementation of administrative and transparent and accurate financial work, reports and transactions in accordance with procedures, policies and donors’ agreement.
 
- Maintain detailed accounting records, including clear authorization and approval of each transaction, bank reconciliation, bank transfers, and advances
- Maintain daily records of cash receipts and disbursements including preparation of receipt payment and general journal vouchers, and preparation of checks
- Record all transaction in ledgers and computer-based accounting
- Ensure timely and accurate presentation of monthly, quarterly and annual accounts information for management and Director/donor reporting purposes
- Work with Executive Director and Program staff on annual YCC budget, and program budget development
- Prepare for and work with an external auditor (company and donors) on YCC’s annual external audit.
- Monitor the use of budget for YCC activities
- Prepare monthly cash reconciliation and bank reconciliation for all accounts.
- Prepare the annual budget for YCC
- Prepare financial report for management and donors
- Review all of invoice, receipts and payment vouchers
- Ensure accuracy in staff contracts
- Maintain timely project budget advances and clearance
- Checking and monitoring cash count including provincial offices, and the quarterly financial report for director’s review and approval
- Prepare quarterly cash flow projection and budget follow-up for director’s review
- Supervise all administrative needs in the YCC head office and provinces
- Updating financial and staff policy for Board/director for review and approval
- Manage the filing, storage and security of documents
- Respond to inquiries related to admin and finance
- Manage the repair and maintenance of office equipment
- Prepare insurance coverage
- Assist with preparation of Bylaws and other policies, and advertising of contract documents
- Arranging board and management team meeting
- Other duties required by the Executive Director
 
Requirements:
- At least three years of experience in accounting and administrative practices 
- Bachelor degree in accounting or relevant field
- Proficiency with controlling QuickBooks system 
- Enable to work with team and individual
- Strong work commitment
- Reliable and trustworthy person with good communication and interpersonal skills
- Good knowledge of computer systems and excel tools
- Good command of English both writing and speaking
